Canon point: Chapter 20 of Last Cradle, the current and final main story arc
Phil is effectively terminally ill from both his innate anima deficiency and the anima contamination/damage he suffered as the result of his experiments and exoflecting Phantom. It’s stated in canon that he only has around ten years left to live; he’s rather frail physically and requires a special medicine to help manage his condition and prolong his life. Also, while it's never stated explicitly in canon, a close look at his official art makes it fairly clear that his monocle isn't just for show-- he's likely at least mostly blind in his right eye given its lack of color and smaller pupil in comparison to his other eye.
Age: 35
Summary: An innately talented mirrist despite his sickly nature, Phil grew up on the rural island of Odanse alongside his two childhood friends, Ix Nieves and Mileena Weiss. Phil, quiet and shy with low self-esteem, found himself falling for Mileena, all the while knowing that she only had eyes for Ix, who was everything he wasn’t: popular, charismatic, dependable, and strong. His resentment grew until one day he invited Mileena to a picnic at the Glasswater Woods with him, saying that since Ix was busy with work, they didn’t need to wait for him. This proved to be a fatal mistake, as the pair of them were attacked by monsters and only saved by Ix’s timely arrival. In a fit of jealousy, he grabbed a shard from his own shattered mirrage and stabbed the unconscious Ix with an intent to kill, reasoning that no one would ever know what really happened. It was just at that moment that Ix came to; while surprisingly less angry with Phil than one might expect, he told Phil that they should keep this between them and never speak of it to anyone else.
After that, Phil fled to Sellund for his studies and never returned to Odanse, ignoring all of the letters Ix sent him out of his own shame and regret for what he'd done. There he remained until one day Mileena showed up with news that Ix had been killed in an attack on Odanse launched by the Bifrost Empire. Devastated and furious, Mileena swore revenge on all of Bifrost, and Phil vowed to use his knowledge and research to aid her in that goal. Together the two of them developed the Kaleidoscope, a magical weapon of mass destruction, and fired it indiscriminately on Bifrost, obliterating the country and all of its people. However, the use of the Kaleidoscope allowed the Voidstorm to consume the majority of the world, leaving only a small portion intact. Consumed by guilt for his role in the destruction of the world, Phil has dedicated his entire life since that point to atoning for what he’s done (including the exoflection of the third Ix, the game’s protagonist) with the intent of using what little remains of his life to right his past wrongs. As a result, he places very little value on his own life and has a tendency to overwork himself in his quest to find a way to save the world; while he’s gotten considerably better about it by his current canon point, he still has a ways to go on the self-sacrificing front.
Powers/abilities: Phil is a mirrist (specifically of the fusion type), which is sort of like the Tales of the Rays version of a mage. As the Biqe and a direct descendent of the goddess Dana, he is the current strongest mirrist in the world, though his ability to use his powers is limited by his poor physical health.
The primary ability of mirrists is what is known as "exoflection," or the ability to manifest physical objects based on something they picture in their mind. Depending on the mirrist’s innate power, this can be anything from a key to a lock all the way up to an entire continent (although for most mirrists the latter would involve the use of a Kaleidoscope to amplify their abilities and do an anima search if the thing they’re exoflecting – like a piece of another world – isn’t something they’re familiar with), or even a person. However, this power has limits: the size of the item that can be exoflected is directly dependent on the mirrist’s own power level, and they can’t exoflect something they can’t picture in their mind (so, for instance, Phil couldn’t exoflect something like a cell phone or a car because he’s never seen one before and thus has no idea what they’re like).
Phil is also capable of opening transfer gates to teleport people, though it’s stated in canon that doing so causes a massive strain both on the person opening the gate and the person or people using it and thus should be used with caution.
When it comes to offensive artes, Phil has a fairly wide range of abilities, including the ability to put up shields to temporarily obstruct enemies. While he’s capable of fighting on the front lines if needed, we see in canon that doing so exhausts him and leaves him vulnerable to attack. In other words, he’s not going to be doing much combat unless absolutely needed.
Phil has innate nerfs to his abilities in the sense that using too much mirristry causes him actual physical harm—at one point he ends up coughing up blood after overuse of his powers, and teleporting a large number of people in rapid succession causes him to collapse with a high fever. Obviously if anything needs to be nerfed further, go for it! I’m well aware of how potentially game-breaking his abilities could be haha.
Inventory: His mirrage (the monocle he wears), his regular outfit, and a container with a few doses of his medicine.
OTHER
Gemstone: Purple and black; his is decidedly faded and cloudy with a few thin cracks, a reflection of his own physical condition.
Lost memory #1: Phantom, the clone of himself that he exoflected to test the possibility of exoflecting a copy of one’s current self rather than from the past. He won’t remember anything about Phantom’s existence or about exoflecting him, but he’ll have an inescapable sense that something is somehow missing and he doesn't know what it is.
Lost memory #2: Stabbing Ix that day in the Glasswater Woods. That will take a good chunk of the personal guilt he feels off his shoulders, but on the other hand, if he regains that memory, whoo boy is that going to be messy. It will just be replaced by, you know, the guilt he feels for thinking the Kaleidoscope was all his fault.
Altered memory: Phil will believe that HE was the primary one responsible for both the inception and creation of the Kaleidoscope that wiped out the entirety of Bifrost and caused the Voidstorm to consume most of the world rather than Gefion/Mileena.
